You may use the 000webhost [affiliate link] for free hosting. They provide you get 350 MB of disk space and 100 GB bandwidth and there is no kind of advertising on your pages. That said, I haven’t used their service and can’t give you my personal experience with them.
It’s recommended to go for a free hosting if you are a newbie starting off on the internet or to host your non profit sites. Once you get a feel of how things work, you can upgrade to your own paid hosting.
Btw, GooglePages allow the use of frames. I couldn’t find a way to fully customize the pages, though.
